【摘要】:Thepurposeofthisguideistoprovideinformationthatwillhelptoensurethatnuclearfueldissolutionfacilitiesareconceived,designed,fabricated,constructed,andinstalledinaneconomicandefficientmanner.Thisguidewillhelpfacilitiesmeettheintendedperformancefunctions,eliminateorminimizethepossibilityofnuclearcriticalityandprovidefortheprotectionofboththeoperatorpersonnelandthepublicatlargeundernormalandabnormal(emergency)operatingconditionsaswellasundercrediblefailureoraccidentconditions.1.1Itistheintentofthisguidetosetforthcriteriaandproceduresforthedesign,fabricationandinstallationofnuclearfueldissolutionfacilities.Thisguideappliestoandencompassesallprocessingstepsoroperationsbeyondthefuelshearingoperation(notcovered),uptoandincludingthedissolvingaccountabilityvessel.1.2ApplicabilityandExclusions:1.2.1Operations8212;Thisguidedoesnotcovertheoperationofnuclearfueldissolutionfacilities.Someoperatingconsiderationsarenotedtotheextentthattheseimpactuponorinfluencedesign.1.2.1.1DissolutionProcedures8212;Fuelcompositions,fuelelementgeometry,andfuelmanufacturingmethodsaresubjecttocontinuouschangeinresponsetothedemandsofnewreactordesignsandrequirements.Thesechangesprecludetheinclusionofdesignconsiderationsfordissolverssuitablefortheprocessingofallpossiblefueltypes.Thisguidewillonlyaddressequipmentassociatedwithdissolutioncyclesforthosefuelsthathavebeenusedmostextensivelyinreactorsasofthetimeofissue(orrevision)ofthisguide.(SeeAppendixX1.)1.2.2Processes8212;Thisguidecoversthedesign,fabricationandinstallationofnuclearfueldissolutionfacilitiesforfuelsofthetypecurrentlyusedinPressurizedWaterReactors(PWR).BoilingWaterReactors(BWR),PressurizedHeavyWaterReactors(PHWR)andHeavyWaterReactors(HWR)andthefueldissolutionprocessingtechnologiesdiscussedherein.However,muchoftheinformationandcriteriapresentedmaybeapplicabletotheequipmentforotherdissolutionprocessessuchasforenricheduranium-aluminumfuelsfromtypicalresearchreactors,aswellasfordissolutionprocessesforsomethoriumandplutonium-containingfuelsandothers.Theguidedoesnotaddressequipmentdesignforthedissolutionofhighburn-upormixedoxidefuels.1.2.2.1Thisguidedoesnotaddressspecialdissolutionprocessesthatmayrequiresubstantiallydifferentequipmentorposedifferenthazardsthanthoseassociatedwiththefueltypesnotedabove.Examplesofprecludedcasesareelectrolyticdissolutionandsodium-bondedfuelsprocessing.Theguidedoesnotaddressthedesignandfabricationofcontinuousdissolvers.1.2.3Ancillaryorauxiliaryfacilities(forexample,steam,coolingwater,electricalservices)arenotcovered.Coldchemicalfeedconsiderationsareaddressedbriefly.1.2.4DissolutionPretreatment8212;Fuelpretreatmentstepsincidentaltothepreparationofspentfuelassembliesfordissolutionreprocessingarenotcoveredbythisguide.Thisexclusionappliestothermaltreatmentstepssuchasx201C;Voloxidationx201D;todriveoffgasespriortodissolution,tomechanicaldecladdingoperationsorprocessstepsassociatedwithfuelelementsdisassemblyandremovalofendfittings,tochoppingandshearingoperations,andtoanyotherpretreatmentoperations......
